I want to buy static message board the same as web master world.
Where can I get its, or how can I create?

One of the best fully-featured boards out there is phpBB [phpbb.com], which is a free download. I also particularly like MiniBB [minibb.net] which has a wonderfully simple interface - and again, it's free.
