Back up plan for Hurricane Frances

I'm a reseller of hosting services - servers are physically located in Florida. All resold accounts went down today about 3 hours ago. Tech support had sent out a note on Thursday to all account holders saying that they were evacuating the area, but servers would be left up and running with backup power supply. Watching the news from the New Mexico desert, I heard that 1.5-2 million Floridians are without power and I'm assuming that as of this morning, the backup power supply ran out.

This hurricane is moving really slow and it may be a while before power is resumed to the area. I'm considering moving my sites to a different server. I've really enjoyed working with this hosting company, but feel like I need a backup plan.

Question: Is there a way to setup server space on another server and have users redirected to it if the orginal server is down? I think this can be handled through the domain registrar nameservers, but am unsure as to how this will affect spidering and email.
