Content Advisor not reading my ICRA labels?

My pages are ICRA labeled, but the IE Content Advisor blocks them anyway.

Does MSIE Content Advisor have a problem reading HTTP headers? Here's my problem. I have pages, like this one at snipped. This page, like all the pages on that site, is ICRA labeled (as you can see for yourself with snipped). The PICS-label is in an HTTP header.

But when some folks using MSIE try to view the page (or other pages on that site), their Content Advisor pops up and tells them, "This page does not have a rating." But it is rated! The only reason I use those danged labels at all is so people with censorware will see the pages. Is this a bug in MSIE, or am I doing something wrong?
