what good would it do to the SEs to give less of a score to .aspAre you saying they do? I have no evidence of that.
How many HTML vs non-HTML web pages exist? 8 out of 10 perhaps? :)
My experience is that Ver 3 HTML pages (no CSS) still do better in the SERPs than Ver 4 pages. I attribute this to their simplicity, they are easier for an SE to spider, analyze and index. Further, SEs had 5-10 years to learn to deal with them. Suddenly, many new technologies became available and SEs are struggling to keep pace with them all. Spiders, page analyzers, indexing algos, et al, must be revised, updated, and debugged, to recognize and process EACH new technology.
