Looking for a good site search for UTF8 encoding

I'm having trouble locating a good site search for utf8 encoding that handles english, french, german, & japanese and does stemming. Everything I find seems to be lacking in at least one of these areas.. Any suggestions?

Thanks for the suggestions Dave, unfortunately it doesn't look like corzoogle handles stemming..
