Can anyone recommend a good NT based server which has an ISP wide secure certificate that users can use without having to purchase their own certificate? I've found some .nix flavored ones, but I'm looking for a Winders based server. Thanks.

try [ntwebhosting.com...] seems quite a good plan on an annual basis and includes free ssl. I am not using them so can't comment myself but they are now on my list of possibles.

Thanks Woz. I dropped them a note, so we'll see what their response rate is for someone fishing to see if they have a particular component installed.
Their plan looks good, but the bandwidth seems low.
