Alexa "bubbles": how are they done?

When you go to the "Overview" page for any site indexed by Alexa, in the section "People who visit this page also visit:", if you move the mouse over "Site info", then in IE, a very nice looking "bubble" shows up with information and clickable links. I have not seen that anywhere else so far.

Which technology was used to do that? Why does it
work only in IE, and not with other browsers?
