how to block traffic from unproductive sources

Specifically, if a country's traffic does exceedingly poor (too much bandwidth usage in relation to sales figures) is it possible to block the entire stream coming from that country?

Is there such a thing as "IP blocks" that belong to specific Countries?

Not really. :-/

Some people base their IP blocking on delegations to particular regional internet registrars. ARIN, RIPE, and APNIC are the big ones, and then sometimes they sub-delegate to different regions (or possibly countries) from there. You could check the delegations and start blocking regions based on RIR delegations, but it wouldn't be 100% accurate. For example, I can VPN into my network from China, and make it appear as if I'm sitting in Cleveland to your webserver.
