Save target as.. not sending referer?

on a server im on, save target as is not sending a referer

on another server, save target as sends the referrer just fine

what could be causing the empty referer problem?

right click save target as never sends a referer...

anyone know how i can get the referer from a php script without modifying the page? (htaccess or anything)
