How to redirect all http to https in windows

Hello,

I'm running a Windows 2000 server and want to redirect all incoming http traffic to https. These are not separate sites and they use the same domain name. How can I do this (preferably within IIS)?

Please don't think I am being rude but why would you want to do that? I ask mainly to get a better understanding of the situation.
