Is there any software out there which allows people to start their own blogs / journals?
So far I've found slashcode, but its requirements are a bit too heavy for me (don't want to get into mod_perl).
Either open source or reasonably priced commercial software would work for me.

Search on "Moveable Type".
I don't think it's free to do what you want (it's free to use for your own blog on your own server), but it is a superbly written piece of software.

Don't think it allows you to setup a multi-user blog (Each user has their own distinct blog).
Heard about LiveJOurnal from a couple of people. Going to check it out tonight.

WikiWikiWeb is the only one I've found that allows multi-level editor assignement.
I added blosxom to the above, it's getting a sizeable following and developing a reputation for doing just about everything on everyone's laundry-list w/ the array of plug-ins.

Livejournal used to have the source code available, as well as the entire script, I think that is how they made deadjournal.

Nucleus is another. It does support multi blogs. I just installed it last week, but I haven't had a chance to tinker around with the multi blog feature yet. You can apparently have all the blogs link from the main page automatically.
Pmachine also offers multi blogs, but I didn't like the interface once you added more than one, since you would have to create a launch page for visitors to select each blog.

I am tinkering with LiveJournal now. Looks good but also looks like it could be a resource hog. Going to take a look at the various slashdot derivatives over the weekend.
