Form Labels for Accessibility

Am I being a little naughty in trying to hide form labels by not assingning them a value. I am moving towards WAI level three but I have to assign form labels but want to know if I can cheat by labelling the form but not put anything in the display bit.

Am I being a naughty naughty person?
