Can't bring up website

I think it's a nameserver problem

I cannot display www.widgets.com. When I do a whois lookup of the site, the results report the DNS as ns1.nameserver.com, with an IP address 1.2.3.4.

When I ping ns1.nameserver.com, it reports back a different IP address than the one listed in the whois record.

When I ping 1.2.3.4, the requests time out.

Is the difference between the listed and actual IP addresses of the nameserver the reason I can't display www.widgets.com?

If you ping the IP of the site and it times out, the server that serves the site is down.
