SP3 issues

We have installed SP3 on our desktops and are having very slow response time whenever opening IE of Network neibourhood. or any typoe of network connection. we have removed WINS from the NIC config and it works great.
Question

Why is it trying to use WINS first? Or is it?
any one else see this?

Welcome to WebmasterWorld dphalen! I was hoping for someone to jump in with an answer for you since I haven't found anything...

SP3 went into my 2 machine, peer-to-peer network (which simply uses lmhosts) with no problems, not much help I'm afraid.

If all else fails, there is a fairly active and reliable forum focused on NT and W2K here [ntfaq.com] that may provide some insight.
