what do you mean by 'new popup'? what kind of popup are you asking about?

There seems to be no browser border around the popup window.... I'm trying to find a site that has one...

This has been in the news

The pop-up messages appear on recipients' computers in separate windows, similar to pop-up ads that appear when a user goes to a Web site.

But there's a difference: Anyone can send the messages, and there's no need for the user to have an Internet browser open.

What you mean is called a "chromeless window", and is possible due to an error in IE, where you can open a full-screen window (which of course has no borders) and then resize it.

(One more reason not to use IE.)

I wonder if the "Messenger" (not to be confused with MSN Messenger IM) cited in the article is the same thing as (or a derivative of) this old "WinPopup" program I have (disabled) on a WinME machine.

(Windows maybe.... IE no!)
