Does anyone suggest any reliable, inexpensive shopping cart?

I only used MIVA and StoreFront.net. I have never used oscommerce so I wonder, should I build the site, then find the shopping cart to use? Or do I buy the shopping cart, then add the site's info? Or do people do it either way, depending on their preference.

I am currrently using instantestore.com which I pretty much like but they are not very search engine friendly.
My key criteria are:
-search engine friendly
-work with my gateway (goemerchant.com)
-can download orders into Excel file
-affiliate tracking would be nice
-a none generic looking template.
-doesnt require a lot of html and design skills.
In the long run - you are much better at your own solution. If you know enought about ASP - you can copy & paste all the code into your own template.

I think youve been to snappyserver and seen their hosted offering, all I can there is I too am thinking about using them.
Their technical service appears to be very knowledgeable having given replys in depth to my questions, on that basis I do intend to use them.
