Will spidey peenalize me for a 45 second refresh on 1 page within a frameset?

I'm reluctant to guarantee anything, but long refreshes don't get penalized as far as I've ever seen. The penalties go to pages that refresh so fast no one sees the actual page.
It's the equivalent of invisible test -- but it's actually an invisible page. That's what they don't like.
