Adding tags for speech

How should we do it?

I'm trying to comply with the W3C Accessibility Initiative and I'm thinking about adding speech to my code. Big problem - no sound card on this PC, plus no speech software. Even so, it should be possible to add simple elements that work. But how?

I noticed some in the css that the W3C use, on headers. But I need to be careful, so not everything is read out loud in a loud manner!

Does anyone have any experience or links that might help?
