A current client is convinced that they need their site a 1024x768. Their real desire is to utilize all of the screen. This could be accomplished by %'s, but the bulk of their content is articles that would be better read if the article had a fixed width.

My question is where can I get information and statistics to help convince my client that at this time 800x600 is the standard?

I have gotten statistics from their current visitors (which by the way if the go to 1024 they will force half of their visitors to horizontally scroll), W3school, Browser News and a few others. Are their other resources that you now of?

use max-width in the stylesheet and make the site equally usable at either resolution and beyond

By showing him the log it is not helping? Break it down into percentages and figure how many vistors he is going to end up losing due to the fact its so hard to read on the page. If you give him a figure saying he will lose 500 of his 1000 hits a day he might reconsider.

This is a tad out of date but might give you a rough clue.
Probably your easiest route is to design the site to handle both anyway.

I forgot to mention. Remember regional variations for this. I reckon the use of 800X600 would be higher in say Britain than the US.
