Looks more like someone manipulating the UA string.

Yeah, as if a top-secret agency would identify themselves in the UA. Saying that, stranger things have happened;).

changing IE's User Agent string [registry.winguides.com]

I'm not sure that it's possible to modify the IE useragent to that extent via the registry - that only allows manipulation of the part after the OS information).

I'd say that UA is more likely to belong to a custom crawler program or proxy server.
