CPC Ads - Pre-Signing Up Potentials

Want to presign up potential advertisers for prospects

I have a CPC system sortof like the bid system on search engines. Advertisers bid for text ad placement on individual articles and pages. When advertisers sign up they get $20 in free credit. I was thinking of possibly creating accounts for potential advertisers (before I even contact them), and letting them run for a few days. Then, after getting a response from the ads (once there have been some clicks), emailing the potential advertiser and saying that they should consider advertising with us. I'll even offer them more credit, like $100. The minimum CPC for the ads in the system is $.25, and they bids of Overture and Google for my keyword related to my site are much higher than that, so I know the advertising on my site is a value. What do people think of this, is it too aggressive?

excellent idea, however 1 thing you should be VERY aware of.

Do NOT offer too much FREE, as the advertiser starts wondering why you are being so kind, and that there must be a catch somewhere along the line.
