The traffic is search engine traffic.

CPA usually means Cost Per Action.

On networks such as CJ, befree etc, you send traffic to a sponsor who pays you per action. An action being a sale, newsletter signup etc and it'll either be a flat fee per sale, percentage of the sale value or set price per newsletter signup etc.

Have you tried to a search for "unsecured personal loans affiliate programs" There seems to be a few different results that showed an affiliate ID or two so there must be an affiliate program that would work with you.

I have been "scouring" all day! The only programs I have found are Pay Day Loans. If anyone knows of unsecured loan affiliate programs other than Pay Day ones, please sticky mail me. Thank You!
