I'd hate to seem as if I'm sponsoring them since I actually just posted in another topic about them, but Kanoodle has a content-based advertising program BrightAds

There's also another site ContextWeb that also delivers content-based advertisements.

Just now typing in Contexual Ads on Yahoo I see another site "Clicksor"... If you do a search for contextual ads yourself you may find a couple programs worth checking out.
