Depending on your arena/product, the best way to recruit good affiliates is to contact them personally and offer them something better than their current program. This will bring in immediate sales to you if you can convince them to switch over.

For a PPC engine........hmmm there seems to be an oversupply of clickbots out there making it difficult for advertisers to break even with little known PPC engines. It seems the affiliates of these PPC engines are the ones running clickbots to make .02 or .03 per click. I've looked at my log files whenever I try a new PPC engine and inevitably it's a poorly written clickbot that only calls up the http page and does not even call up any images or anything else on the homepage which is being referred by these PPC engines.

That having been said, I'm sure there's room for an honest PPC program besides the big 2.

However it all depends upon your site, product or service which you offer, basically you should go through the review of that affiliate before joining them, which should be affordable and cost effective too.
