CJ has finally taken a stand to disallow predatory software / parasiteware. This is directed toward "special programs" that install software on end-users computers.

I doubt they banned it, of course it depends on your definition of predatory software. Have any links or is this in reference to something in the past?

Commission Junction will no longer allow special programs engaged in the purchase of media from ad services that download and install software on an end-user's computer. For special programs currently engaged in such practices, Commission Junction requests that you immediately discontinue such practices.

Ah, so not really banned, moreso affiliates are no longer allowed to buy ads thru the other software publishers in the network, but the software publishers are still going to do their thing.
