Traffic Suppliers. Which is reliable?

Hi! Who has tried buying traffic to advertise their sites? I've tried traffic***.com (i'd rather disclose this privately) and what a disappointment it was! Even though CPM was as low as $0.18, the service left much to be desired. Any good suppliers/resellers to recommend? and how much should one pay to start a reseller account?

I think the best traffic suppliers are AdWords and Overture/Y!Search. It's CPC instead of CPM, but you have a much better chance of getting quality traffic.
