I want to advertise a banner on a bigger site that has alot of free download programs... Does anyone know a good site that gets alot of visitors and is not too expensive???

Why not forget about banners and just submit to the download sites themselves, e.g [upload.tucows.com...]
There are also a number of specialist sites, such as [seo411.com...] which deals with SEO software.
