Anyone know which of the networks are particularly cheap when we want to buy banners? Or would you suggest approaching websites directly?

If you have some sites in mind, you'll probably do best by negotiating directly with the publisher. That'll give you targeted users at a lower cost than category buys with a network.
I was just looking around on the advertiser's side at tribalfusion.com Someone at another forum told me that they handle small to mid-size campaigns, but I really don't know the specifics.
