The scenario is if you are an affiliate consulting company and a merchant wants to hire you to run their affiliate program how would your fee structure look like or what is the industry standard to run a company's affiliate program.

For small new merchants, I will often do a deal where they pay for my PPC costs and then pay me 10% of sales on top. This works well as your advertising costs are covered so you have no downside, but this is really simply PPC bid management and SEO that is reimbursed through revenue share rather than an actual aff program.
