Mercado Libre (part of eBay) had affiliate programs specific to a bunch of Latin American countries last time I checked.

I would be interested in hearing anyone's experience too. There have been a significant number of spanish visitors to my websites that are not producing any income since I can't find good spanish affiliate programs.
