P3P will affect banner networks, in a major way. They need to be compliant, or IE6 won't accept their cookies. No cookies could mean no banner/tracking, and possibly no commission for the publisher.

The highest privacy setting to be had on the new browser will ostensibly protect users from unscrupulous banner-ad serving companies that make use of cookies to collect personally identifiable information on innocent users.
The Medium setting (which is the default setting) aims to block all third-party cookies that don't adhere to privacy policies that at least allow users to ‘opt-out’ of data collection. The Medium setting will also block out cookies that don't have any privacy information attached to them.
