One of my sites is pretty high traffic and I am getting horrible CTR on my CJ ads. Most of them are pretty targeted also.
Are there people or companies that I can pay to optimize my ads for a better CTR?

If I were you I'd be analyzing WHY the horribly low CTR. If, for example, it has something to do with the nature of your traffic, you could spend money on optimizing the ads and get no improvement....

Where is your traffic coming from? Horrible CTR usually has something to do with poor quality traffic. I would look there first, as hunderdown mentioned.

The traffic is very good and targeted. For example:
I have thousands of smokers coming to my site everyday. The ads would be about places to buy cigarettes, online cigarette stores, and so on. this is just an example though.

But the smokers might be looking for information about how to quit, nicotine patches, or something else....

A good copywriter would be a good place to start. One who has experience in writing " call to action" type of copy.

yea, think about trying ads for things that compliment the content of the site. If you have a site about new homes, in addition to mortgages and financials, things like furniture, hot tubs, bedding and othe things someone in the market for buy buy a new home might be looking to add.
