New to Webmasterworld and I am thinking about maybe getting involved with an affiliate program. What programs do you guys recommend I take a look at? Do you have any advice for getting started? How much money will I need to invest to be successful?

The answer is depends. Many people have started out with nothing and placed a site on a freehost, though I don't recommend this.
Treat it as a business and expect some expenses for hosting, domains, maybe buying some links, maybe buying adwords or overture clicks etc. The start up expenses can be for as little as the cost of a nice dinner out.
