CPM Programs without Javascript

I wonder if any good CPM programs without javascript exist. I am looking at fastclick now. Do they use JS to generate banners? (popunder must be using JS)

I am interested in plain HTML type.

You can use BURST Media without javascript. The old code does not use it... you may have to get approval/instructions from them though.
