I was looking at my direct deposit information for cj and I noticed I left something blank.. It was the Vat number.. Do I have to fill that section out in order for cj to deposit the money into my bank? if so, what is it? thanks

No, CJ will pay u anyway and as their billing etc,. is U.S. based there are no VAT issues. You do have to tell them your personal tax status though, for which they usually have you sign a form which can be downloaded from their site.

VAT is a European tax (Value Added Tax) which doesn't make a difference in CJ to affiliates (or publishers, as they call us). Not sure if there's an impact for merchants, but I guessed from your post that you're a publisher.

I think you only need one if you are in Europe.
It has to do with charging tax.

I would contact cj and they will tell you if you need it or not.

You do not necessarily need a VAT # if you are in the UK. Some types of businesses do not have to be VAT registered. VAT is just another way for the government to sting us. I filled in the W8-BEN8675 form or something like that and stated that i am a non-VAT individual.(Bit vague but it was a while ago) CJ don't care about your VAT status as it is up to the individual to declare and pay it.
