Can we approve Adsense ads before they appear

Dear webmaster!

I have two questions about Adsense program.

1) Can we approve ads before they appear? Is it all done automatically without the webmaster's authorization? Actualy I dont want to see any ads that does not suit my site's content.

2) How much is the minimun pay per click rate? Adwords charges mimimum 4 pence (Great Britan)when we advertise our websites. How much Adsense minimum pay per click rate?

No, you basically have no control over what kind of Adsense ads it displays. The more exact keywords that you have in your tags, the more exact the ads will be.

Does this mean that Adsense can display any vulgar ads on our site if I join their program? What is the guarantee that no vulgar ad will be displayed on my site?

Like I said, you can't choose what ads are shown, but you can filter out the ads that you don't want shown. From Google's FAQ:
3. Can I filter which ads are displayed on my site?

Yes. To create and manage a filter list of websites whose ads you'd like to restrict from showing on your site or AdSense for search results pages, simply log in to your account at [google.com...] and click on the Settings tab. You can create separate filter lists for your content pages and for your AdSense for search results pages. Ads for the websites that you add to your URL filter list typically will not run on your pages, but remember that filtering sites may decrease the number of ads that can appear on your pages as well as decrease your potential earnings.
