I've found best-tier-affiliate-programs.com to be somewhat useful. There aren't many affiliate programs, but it seems to be updated with new ones pretty often and the ones I've signed up for from that site all seem to be on the up and up. There's not a bunch of hoopla to sift through, just a clean directory...May be worth your while to check it out...
