I've just discovered that the Alexa toolbar has a feature that allows Amazon associates to make money from the toolbar search function. Has anyone tried this program and had success? How long has it been around?

It's been around for a while. I wouldn't waste your time with this program, most people won't bother with it as the alexa toolbar is considered to be spyware by many (might have something to do with the fact that ad-aware treats it as spyware).

I have promoted this for some time, have had hundreds of installs, and hasn't produced one sale in over 6 months. I don't expect it to get any better now that IE has it's own pop-up blocker. I'd pull it if I had something better in it's stead.

This has been discussed several times on the Amazon Associates internal discussion board. The toolbar often seems to install in such a way that your Associate ID code drops out of it after a time, so that you don't get credit for any Amazon purchases made via the Alexa toolbar. Alexa has never announced a fix, and I have never seen anyone report positive results from offering the toolbar on their site.
