affiliate earnings + service fees

Not only earning from affiliate payouts but also adding a 'service fee' . what i mean is let's say you are running a travel related affiliate program . A normal payout from an affiliate program would be less than 2%. It really doesn't worth the try. But if i manage to find a way ( i don't know how technically i will achieve that )BEFORE the customer proceeds with the booking with the affiliate site to pay me an extra fee let's say 20 $ that would be fine .Has anybody any experience how customers face it? Is there any illegal aspect? Has anybody achieved that technically? any thoughts appreciated.

Was involved with a program like this and found that adding the service fee to a purchase reduced conversion rates dramatically.

I'm guessing that with password protected pages and something like PayPal or NoChex it would be relatively simple to set up.

But do you really people would go through with it? Wouldn't they just back out to the nearest search engine and type in the merchant's name to see if they could get to the merchant site without paying a fee?
