Apparently from what Buckworks says, you can't do that. Have you actually done this before? I was thinking of just visiting the Merchants site on the person's ID, and then going to CJ, and signing up... But I really don't see how CJ would register that user so that he receives money too.

But yes, as a general rule CJ programs don't have 2 tiers. That's one of the reasons we add an Indie program option to a lot of our CJ programs. You may check with the affiliate to see if this merchant offers another tracking option that has 2 tiers.

I believe the primary problem reported by CJ (FWIW) was when the Tier 1 affiliate and the Tier 2 affiliate was the same affiliate under different accounts.
So one affiliate was collecting two commissions on all transactions.
