I am thinking about starting a campaign with a company that will give me 100,000 pop-unders for $59.99. What I'm wondering is if it would be "legal" to have the affiliates webpage be the pop-up target. I know that some mention "redirects" as ok so I would guess if I just had a quick redirect script in the header, it would be ok. Has anyone done this or had any success with this? Please share or share any other usefull marketing techniques for the mentioned affiliate networks. Thanks.

I don't quite understand what you're saying. Are you trying to recuit people into your download for this pop-under service by displaying ads for this service through this service? If so I have no idea, you'd have to read their TOS I guess :)

Otherwise I just have no idea what your asking. It's not you, I'm just dumb :D

Edit: Wait, I think I get it now. You want to send people who click on this pop-under to an affiliate's website (like flowers or watches?) through a company like, lets say CJ or even directly through the affiliate..

This goes on the same page as PPC advertising, something they COULD do, but choose not to.

If your agreement with them doesn't specify, you could of course go ahead and do it, but the honest way would be to send them a note first, asking (or just telling them, and giving them the option to tell you not you) if it's ok.
