Clearly something isn't adding up. I don't know about SiteMeter, which appears to be a general site statistics program. Are you showing 94,000 page views per day?
If you are going to be displaying ads on a CPM or CPC basis, you should get a good ad serving script that provides detailed exposure and click statistics for each advertiser. Better scripts have the ability to let advertisers log in separately to view the performance of their campaign.
In any case, you need to resolve the difference in counting impressions. Be sure that you are reading your Site Meter stats correctly, i.e., you aren't looking at "hits" or some other bogus number. If you are confident that the ad is showing at that frequency, you need to get with the advertiser and find out where their stats are coming from and why they are so different.
A good ad serving script will help you avoid disputes.
