Another angle from which to approach might be to go through the managers of the folding program. If they are decent people that really care about the affiliates they're letting down, they might even be eager for the opportunity to direct their affiliates to a company with a similar product that is running strong. I don't think all managers of defunct programs will have this view, but some might.
In rare case this might result in being able to send an email (either written by you or the program managers) to all of the abandoned affiliates for free. Even if the program managers wanted a small fee for this, it might be worth it.
A lot of the success of this path would depend on how charming and persuasive you can be when approaching the program managers. Many times you probably won't get any sort of response, but it's not going to hurt anything to try.

If they are going out of business they have a Receiver or Administrator appointed by the courts. He has to maximise the amounts he can get for the assets. If you make him an offer for the affiliate database he is required to accept it unless some better offer comes along.
