One good way to get many affiliate eyeballs is getting back into the "New Merchant Programs" box on the home (account manager) page. I know your program is already active with CJ, but I have seen other merchants (a few) get listed there after the initial program launch. I don't know if you have to pay, change your structure, or what, but I have seen a couple of merchants do this more than once.
Once you have some approved affiliates, and want to offer your in-house program, you can send regular email (not just through the CJ system) to all of your affliates, notifying them of your in-house program at a better rate. I have signed up in-house with more than one merchant myself, due to this strategy.
