Usually banner networks (also Affiliate networks) does not accept sites with downloads like yours. I think this is a reason.
Regarding impressions I ask it because I know the way how to earn $300-400 per month having 100.000 pages views per day.

Do you licensed software on your website? No. So you are advertising (and sell) illegal products. I think that is a problem.
