CJ has rejected my client application several times
although I know for a fact that his website is making more
sales than many sites using CJ already. And their gateway
fee is a little high to put it lightly.

CJ has gotten very particular about who they will accept and it's no reflection on your client.
If you can give me a little info about the general product or market and whether this is a pay per sale or pay per lead program, I can give you some recommendations. For most of my clients I recommend CJ for lots of reasons but it really depends to some degree on your market. Some networks are better for certain types of offers/products. There are some really good smaller networks out there, just depends on a variety of factors.
