Ok - I am very new to affiliates programs and am only a one man show. P/T would be great to earn some extra cash.

Anyone had experiences with UKaffiliates? - there website seems to have de-bug errors and got a rather abrupt reply to say that my site did not fit in with their brand as the content was not deemed suitable for their network!

The website I submitted adherese to the requirements on the site and is not of an adult nature. It is a new site and therefore a PR0 (not due to a penalty) - would they look at my Page Rank score to assess applications?

Are they starting to struggle?

Is rejection from affiliates programs common?

I don't know anything about them, but I seriously doubt that they look at Page Rank. Do they ask about your traffic, page views and other info like this? If so then perhaps this is why it was rejected.
