I've seen it done both ways. Case #1: A person builds a site that promotes "widgets" with all links to one "widget" affiliate. Case #2: A person builds a site that promotes "widgets" with links to many "widget" affiliates. For my new site, how do I evaluate which is the better strategy? Thanks.

depends which angle you take,

many comparison sites have worked well, especially if the effort is put in at the beginning.

the trick is to not try and push the visitor, but let them decide for themself.

I would do a bit of both.

main parts listing brief details about various companies.

but also

individual page dedicated to each merchant/partner reviewing the range, service pricing etc etc

If you are smart you will be able to use mutiple affiliate programs promoted in such a way that promotes the strenths of each of them without direct comparisions persay.
Giving people a choice between nearly identical things is often not the best way to go.
