Let's say I have a website about law, and I have areas where lawyers from various areas can advertise their services, like a directory. My question is this:

Can I send a one-time introduction to law firms telling them about my website and its services? Or is that considered spam? If it is, would a mailed letter be appropriate? What would be the best way to let lawyers know they can advertise on my site?

I would send your offer in a direct mail out via snail-mail and not via email....especially if your target group is in the legal profession.

The short answer is yes, it's spam, so you'd better check with your ISP about the consequences of a mass mailing before sending anything like that. OTOH, sending a printed letter is professional and much more likely to get some kind of results.
