If you want people to find your site via search engines: yes.
If you want people to find you through links from other sites and want them to come back as repeat visitors: yes.
If you're someone who builds hundreds of mini-sites, sets one up and moves on to the next: maybe not.

AdSense publishers don't have to update their sites (once they've put the code on them, obviously), so it's not clear what you're talking about.
If you're trying to ask, "are some types of content prohibited by affiliate programs?", the answer is yes. It will vary from network to network and from program to program, but you can pretty much assume that anything obviously illegal or pornographic will not be tolerated.
If a site ranks and is making money, there is no need to update it
There is no requirement from Search Engines to update sites to maintain ranking.
So I agree that if a site ranks and makes money there is no need to change it (unless of course you feel you could make more money by improving the content of that site, rather than spending the same amount of time doing SEO, building new sites...)
